Get user followers list

GET/v1/user/followers1 Credit / user (min 10 Credits)($0.10 / 1K followers)

Paginated list of accounts following a creator (data.followers), up to 200 per request. First retrieve user_id and sec_uid from /v1/user/info, then pass data.min_time as time for subsequent pages.
